Tan Sri Samsudin bin Osman – Chairman
Tan Sri Samsudin bin Osman was appointed as Chairman of the Board of Kwasa Land Sdn Bhd on 9 August 2010. He is currently the Chairman of the Employees Provident Fund (EPF), an appointment he has held since 1 February 2007.
Tan Sri’s distinguished prior appointments include having served as Chief Secretary to the Government, Director General of the Public Service Department, Secretary General in the Ministry of Home Affairs, Secretary General in the Ministry of Domestic Trade and Consumer Affairs, Federal Secretary of Sabah and Deputy Secretary General in the Ministry of Transport. He was also formerly the President of Putrajaya Corporation.
Currently, Tan Sri serves as Chairman of BIMB Holdings Bhd, Chairman of the Board of Directors of Universiti Utara Malaysia (UUM) and as one of the Directors at Sime Darby Bhd. He was appointed Pro Chancellor of Universiti Malaysia Terengganu (UMT) on 1 February 2010.
Tan Sri Samsudin holds a Master Degree in Public Administration from Pennsylvania State University, USA. His secondary education was spent at the prestigious Royal Military College in Sungai Besi, while his undergraduate Honours Degree was earned at the University of Malaya, the country’s first University.

Dato’ Mohd Lotfy Mohd Noh – Managing Director
Dato’ Mohd Lotfy Mohd Noh was appointed Managing Director of Kwasa Land Sdn Bhd in March 2011.
Dato’ Mohd Lotfy has more than 20 years experience in almost all disciplines of property development which includes Property Investment, Land and Planning, Technical, Finance and Marketing.
He holds an Advanced Diploma in Business Studies from Universiti Teknologi MARA (UiTM) and a Diploma in Marketing (CIM, UK). He started his career with Public Bank Berhad in 1982 before moving to Kwong Yik Finance Bhd in 1986. From the banking industry, Dato’ Mohd Lotfy moved into property development and subsequently served in four companies which include MK Associates Sdn Bhd, Land & General Berhad, Golden Hope Properties Sdn Bhd, and Island and Peninsular Berhad
In 2005, he joined the Property Investment Division of the Employees Provident Fund (EPF) as General Manager. Among the highlights, Lotfy had established overseas property ventures for the investment portfolio. He pioneered the property acquisition in the UK and Australia, and he also led the property investment team of EPF in the acquisition of the last prime piece of land in Sungai Buloh.
During the period 2005 to 2010, Lotfy was a board member of MRCB Berhad and Iskandar Investment Berhad. He lends his wealth of knowledge and experience in property developments to the Kwasa Land township development project.
Datuk Seri Michael K C Yam – Director
Datuk Seri Michael Yam is the Managing Director and CEO of Impetus Partnership, a strategic, corporate and project management advisory firm. Datuk Seri Michael’s sterling career spans 30 years in the construction, real estate and corporate sector. The last 12 years of this time (until 2008) he had helmed two different award winning public listed property companies as their CEO. He was closely involved in the development and management of hotels, resorts, shopping malls, golf estates, international schools and various mixed developments not only in Malaysia but also in Australia, the UK and South Africa.
Upon the completion of his pre-tertiary education at the Royal Military College, Sg Besi, Michael furthered his studies in Building and Management Studies at the University of Westminster, UK and qualified as a fellow of the Chartered Institute of Building and also a Fellow of the Royal Institution of Chartered Surveyors.
He is currently the Chairman of InvestKL Corporation, an independent non executive director on the boards of Standard Chartered Bank Malaysia Berhad, Standard Chartered Saadiq Berhad, Paramount Corporation Berhad and government incorporated companies CLAB Berhad and Malaysia Property Incorporated.
He also serves as a trustee of the Standard Chartered Foundation and is a director of the British Malaysian Chamber of Commerce. He is the current President of the Real Estate and Housing Developers’ Association of Malaysia and a member of the Advisory Board to the Mayor and City of Kuala Lumpur. Most recently, he was appointed by the Government as a member of the NKEA Steering Committee for the transformation of Greater Kuala Lumpur and Klang Valley. Datuk Seri Michael was recipient of the prestigious “CEO of the Year Award” for the year 2002, a programme co-sponsored by Business Times and American Express Corporate Services.
In recognition of his services to the Property Industry and contribution to the community particularly the City of Kuala Lumpur, he was bestowed “Seri Mahkota Wilayah” by DYMM Seri Paduka Baginda Yang di Pertuan Agong on 1 February 2011.
Dato’ Mohd Fadzil Haji Mohd Khir – Director
Dato’ Mohd Fadzil bin Haji Mohd Khir, hails from Telok Air Tawar in Pulau Pinang and has been in government service since 1979.
Currently, he is Director General of the Jabatan Perancangan Bandar dan Desa for Peninsular Malaysia since 2005. His prior appointments include Deputy Director of the Jabatan Perancangan Bandar dan Desa for Kedah (1979-1982), Deputy Director for Luar Bandar at Headquarters (1982-1983) and Deputy Director for the Region (1983-1984).
Dato’ Mohd Fadzil graduated from Universiti Teknologi Malaysia in 1979 with a degree in Town and Regional Planning. He also earned a Certificate in Development Planning in Urban Land and Policy Management from the University College of London, UK (1991) and a Certificate in Planning II from the Japan International Cooperation Agency, Tokyo, Japan (1999).
James Lim Tuang Ooi – Director
James Lim Tuang Ooi – Director
James Lim is the Senior General Manager and Head of the Risk Management Department of the Employees Provident Fund of Malaysia. He is a Certified Public Accountant and a Chartered Accountant by profession. He is a member of the Malaysian Institute of Certified Public Accountants and Malaysian Institute of Accountants.
James has more than 28 years experiences in the financial, risk and accounting industries. He joined EPF in November 2007; prior to this he was the Chief Financial Officer of Hong Leong Bank where he oversaw the Financial Management, Accounting Operations, Tax Management, Strategic Planning and Risk Management functions.
He was with Citibank for more than 15 years and held many roles covering Risk Management, Credit Risk, Collections, Service, Quality, Business Banking, Credit Analytics and Credit Operations. He spent seven years with KPMG where he qualified as a professional accountant and worked in the areas of Audit, Tax and Consultancy.
James currently sits on the Board of IOI Corporation Berhad, a public listed company in Bursa Malaysia.
Nor Hazqiah Che Idris – Director
Nor Hazqiah binti Che Idris – Director
Nor Hazqiah Che Idris is Head of the Legal Department at Malaysia’s premier retirement savings fund Employees Provident Fund (EPF). Her duties include providing legal counsel as well as serving as Secretary to the Board and Board Committees of EPF.
Nor Hazqiah is an LLB (Hons) graduate from the International Islamic University. She brings to Kwasa Land her wealth of experience of 20 years. She is one of the pioneers in establishing and developing the Legal Department at EPF.
Halim bin Haji Din – Director
Halim is a Chartered Accountant who spent more than 30 years working for multinational corporations and international consulting firms. He accumulated 18 years of experience working in the Oil and Gas Industry – 6 years of which as a Board member of Caltex/Chevron, responsible for financial management before engaging in the Consulting business. Prior to his appointment as a Board member of Caltex Malaysia En Halim served as Regional Financial Advisor for Caltex Petroleum Corporation Dallas, Texas overseeing investment viability of the Corporation’s Asian subsidiaries.
Halim also had an extensive experience in corporate recovery when he worked for Ernst & Whinney, London, United Kingdom in mid 1980’s . He was appointed as Managing Partner of the Consulting Division of Ernst & Young Malaysia from 1995. He later became the Country Advisor of Cap Gemini Ernst & Young Consulting Malaysia when Cap Gemini of France merged with Ernst & Young Consulting. In 2003, he with two partners took over the consulting business of Cap Gemini Ernst & Young Malaysia through a MBO and rebranded it as Innovation Associates, currently known as The IA Group, where he is currently the Chairman of the Group.
Halim was also a Council Member of the Malaysian Institute of Certified Public Accountants from 1994 to 2003.
Halim also served as a Board Member of Employees Provident Fund (KWSP) for four years from April 2009 till May 2013.
